This analysis of Mexico’s nanotechnology policies utilizes indicators developed by the Organization for Economic Co-operation and Development, which in 2008 conducted a pilot survey comparing the nanotechnology policies of 24 countries. In this paper, we apply the same questionnaire to the Mexican case, adding business information derived from the National Institute of Statistics and Geography survey on nanotechnologies, also an OECD instrument.

There has been a surge of recent interest in sociocultural diversity in machine learning research. Currently, however, there is a gap between discussions of measures and benefits of diversity in machine learning, on the one hand, and the broader research on the underlying concepts of diversity and the precise mechanisms of its functional benefits, on the other. This gap is problematic because diversity is not a monolithic concept. Rather, different concepts of diversity are based on distinct rationales that should inform (...) how we measure diversity in a given context. Similarly, the lack of specificity about the precise mechanisms underpinning diversity’s potential benefits can result in uninformative generalities, invalid experimental designs, and illicit interpretations of findings. In this work, we draw on research in philosophy, psychology, and social and organizational sciences to make three contributions: First, we introduce a taxonomy of different diversity concepts from philosophy of science, and explicate the distinct epistemic and political rationales underlying these concepts. Second, we provide an overview of mechanisms by which diversity can benefit group performance. Third, we situate these taxonomies of concepts and mechanisms in the lifecycle of sociotechnical machine learning systems and make a case for their usefulness in fair and accountable machine learning. We do so by illustrating how they clarify the discourse around diversity in the context of machine learning systems, promote the formulation of more precise research questions about diversity’s impact, and provide conceptual tools to further advance research and practice. This paper analyzes biological and scientific discourses about the racial composition of the Brazilian population, between 1832 and 1911. The first of these dates represents Darwin’s first arrival in the South-American country during his voyage on H.M.S. Beagle. The study ends in 1911, with the celebration of the First universal Races congress in London, where the Brazilian physical anthropologist J.B. Lacerda predicted the complete extinction of black Brazilians by the year 2012. Contemporary European and North-American racial theories had a profound (...) influence in Brazilian scientific debates on race and miscegenation. These debates also reflected a wider political and cultural concern, shared by most Brazilian scholars, about the future of the Nation. With few known exceptions, Brazilian evolutionists, medical doctors, physical anthropologists, and naturalists, considered that the racial composition of the population was a handicap to the commonly shared nationalistic goal of creating a modern and progressive Brazilian Republic. This book explores how Puerto Rico’s affective archive of Caribbean relations, comprised of historical-political figures and communitarian, activist, and artistic work, has envisioned and embodied decolonization and sovereignty in relation to the archipelagic and the sea, thus furthering emancipatory and reparatory horizons.

En el artículo se desarrollan algunas ideas asociadas al campo de la epistemología, ciencias cognitivas y ciencias de la educación desde una aproximación compleja. En este contexto, la noción de disonancia epistémica refiere a una interpretación crítica de algunos de los axiomas paradigmáticos que subyacen y legitiman, en sus diversos niveles y dimensiones, los modelos de desarrollo en la educación contemporánea.

RESUMOO presente artigo analisa processos de alterização na biologia humana e na biomedicina. A alterização é entendida aqui como o processo cultural de produção de alteridades por meio da delimitação, rotulação e categorização das formas possíveis de ser outro, desde um determinado marco de referência sócio-histórico. Ainda que a alterização faça parte de qualquer processo de delimitação de categorias de identidade no seio de uma cultura - e, nesse sentido, possa apresentar visões do outro tanto positivas quanto negativas -, aqui (...) nos interessamos especificamente na alterização como fator de marginalização e exclusão social de diferentes grupos humanos. São analisados diversos processos de alterização operantes nos discursos e nas práticas das ciências biomédicas ao longo de sua história recente, os quais têm conduzido à exclusão social de diferentes categorias de outros, ou a tratá-los como inferiores, em pretendidas bases científicas, ou em função de determinadas práticas institucionalizadas dentro da comunidade científica. Exemplos típicos de grupos marginalizados pelas ciências ocidentais ao longo de sua história incluem as raças não europeias, as mulheres, os homossexuais e os "pobres". O principal objetivo do presente artigo é analisar, na história recente das ciências biomédicas, esses processos de alterização que têm conduzido à marginalização de tais grupos e a considerá-los como inferiores. ABSTRACTThis article analyzes processes of "othering" in human biology and biomedicine. Othering is understood here as the cultural process of production of otherness by means of the delimitation, tagging, and categorization of the possible ways of being "other" within a given socio-historical context. Although othering can be considered as a constitutive aspect of any process of delimitation of identities within a given culture - and in this sense it can present both positive and negative views of the "other" -, in the present article we are specifically interested in processes of othering that lead to the marginalization and social exclusion of different human groups. We will analyze processes of othering, which have operated in the discourses and practices of biomedical sciences throughout their recent history, that have led to the social exclusion of different categories of "others", or to treating them as inferior, and that have supposedly scientific bases or as a consequence of the institutionalization of certain practices within the scientific community. Typical examples of these "others", marginalized by the Western sciences throughout their history, are the non-European "races", women, gay and lesbian people, and the "poor". The main objective of this article is to analyze, in the recent history of the biomedical technosciences, these different processes of othering that have led to the marginalization of such "others" and to treating them as inferior. Márquez-Fernández La necesidad de seguir promoviendo temas “no” vistos de forma positiva por los grupos cerrados del poder, y aquellos que han hecho de la academia grupúsculos tradicionales, sistémicos y funcionales a los intereses de los de arriba, se constituye en una apuesta de ir a contracorriente de esos tipos de historias y asumir un compromiso ético-político en función de las luchas, los sentimientos y las emociones de los grupos de abajo.

_Resumen_ En una entrevista de la segunda edición de _Crítica de la razón latinoamericana, _Castro-Gómez plantea un debate entre dos técnicas historiográficas que se disputaban legitimidad: Historia de las ideas y Genealogía de las prácticas. Según él mismo, el primer proyecto _nace muerto_, pues se trata de historiar las creencias de América Latina a través de ideas de una élite académica. En adición, asevera que la Genealogía de las prácticas es la historiografía más adecuada, pues ella revela la cosmovisión contingentemente (...) construida de cada grupo humano a partir de experiencias particulares. No obstante, se argumentará que, lejos de ser antitéticas, ambas formas de historiar pueden complementarse. Uno de los factores fundamentales para comprender la problemática de la paz es el de la memoria. Un presupuesto de este artículo es que dicha memoria se realiza en el lenguaje, especialmente en el lenguaje articulado, que es el medio por el que se hace púbica y se despliega, no sólo la expresión de un pasado, sino también las perspectivas que orientan nuestras argumentaciones para el presente y el futuro. Cuando hablo de lenguaje, propongo que de lo que se trata, (...) no son sólo de palabras, sino de sintagmas, es decir del habla desplegada en una época, y en contextos biográficos y comunidades interpretativas de cada uno y de cada comunidad. Dos factores a considerar en esta definición de nociones, categorías y conceptos son lo imaginario y la ideología, que están relacionados con la educación y las condiciones de vida, colectivas e individuales.Otro asunto que hay que considerar son los contextos o niveles de diversa escala y poder, entre ellos, los contextos contemporáneos, es decir la escala macro-estructural ─escala preferida de quienes piensan que la paz no es posible─, que interviene decisivamente en la formulación de las posibilidades no sólo de la paz, sino de la memorialización, la que puede ser sometida a políticas públicas y privadas de diverso alcance.En este artículo se abordan los problemas asociados a las posibilidades de formulación de las políticas de paz en su nivel intermedio, es decir las que median entre las escalas macro y micro, con especial énfasis en las últimas, que es donde la memoria, la acción colectiva y la autoreflexividad pueden aportar. Crowdfunding platforms have revolutionized entrepreneurial finance, with 200 billion dollars expected to be dispersed annually to entrepreneurs and small business owners by 2020. Despite the importance of this growing phenomenon, our knowledge of the dynamics of successful lending-based prosocial crowdfunding and its implications for the business ethics literature remain limited. We use a social responsibility lens to examine whether crowdfunders on a lending-based prosocial platform lend their money based on altruistic or strategic motives. Our results indicate that the dynamics of (...) prosocial lending-based crowdfunding are somewhat consistent with traditional forms of financing. Specifically, despite a prosocial setting in nature, crowdfunders tend to act strategically, positively responding to signals of quality and low risk. Notably, we also find that projects that are high on both financial and social appeal receive the highest average amount of funding. Furthermore, language on the lender’s profile indicating ability to pay is positively related to both funding success and funding amount. Our study contributes to filling the gap in the business ethics literature about the dynamics of lending-based prosocial crowdfunding, and the strategic and altruistic ethical motives that drive lenders in such endeavors. Alan Turing is often portrayed as a materialist in secondary literature. In the present article, I suggest that Turing was instead an idealist, inspired by Cambridge scholars, Arthur Eddington, Ernest Hobson, James Jeans and John McTaggart. I outline Turing’s developing thoughts and his legacy in the USA to date. Specifically, I contrast Turing’s two notions of computability (both from 1936) and distinguish between Turing’s “machine intelligence” in the UK and the more well-known “artificial intelligence” in the USA. According to my (...) proposed historical interpretation, Turing did not view computations in the real world to be exhaustively and deterministically characterized by his automatic machines from 1936. In the popular imagination, the relevance of Turing's theoretical ideas to people producing actual machines was significant and appreciated by everybody involved in computing from the moment he published his 1936 paper ‘On Computable Numbers’. Careful historians are aware that this popular conception is deeply misleading. We know from previous work by Campbell-Kelly, Aspray, Akera, Olley, Priestley, Daylight, Mounier-Kuhn, Haigh, and others that several computing pioneers, including Aiken, Eckert, Mauchly, and Zuse, did not depend on Turing's 1936 universal-machine concept. Furthermore, (...) it is not clear whether any substance in von Neumann's celebrated 1945 ‘First Draft Report on the EDVAC’ is influenced in any identifiable way by Turing's work. This raises the questions: When does Turing enter the field? Why did the Association for Computing Machinery honor Turing by associating his name to ACM's most prestigious award, the Turing Award? I respond to Lennart Nordenfelt's analysis of dignity by questioning his attempt to establish an objective standard by which dignity can be determined. I approach this by considering the way in which claims to dignity may be contested and defended. This leads, in the cases of dignity of merit and dignity of moral status, to an apparent relativism. This relativism is checked by further consideration of dignity of identity, and in particular by consideration of the nature of the processes that (...) serve to humiliate people. It is suggested that acts of humiliation attack certain competences that human beings develop as embodied, social beings. Menschenwürde may then be articulated as an account of human nature, in terms of the human potential to develop a series of core competences. This account of human nature aspires to universality, and as such offers an objective ground to dignity. De acuerdo con los principales enfoques al respecto la lógica de los estoicos es principalmente un sistema deductivo, lo que, en términos actuales, ha sido visto como un sistema de lógica proposicional. La obra de Crísipo acerca de los cinco argumentos indemostrables constituye la principal base de dicho sistema. En este artículo se examina la naturaleza de dichos cinco indemostrables así como el llamando teorema de Antipatro y los esquemas básicos de inferencia, o zemas. Por otra parte y en particular, (...) sostengo que dichos argumentos indemostrables tienen otro importante rol para la filosofía y la historia de la lógica, cual es el de constituirse en una justificación de la deducción, un problema central en el presente. Se analiza, primero, la justificación por los indemostrables y por el principio de condicionalización y, segundo, la justificación cognitiva de la lógica implícita en un sistema estoico. (shrink)

Resumen:“Arrojar luz sobre nuestra época”; esa fue la finalidad central que declara haber tenido Kierkegaard para escribir acerca de lo que significó el caso jurídico llevado en contra de Adolph Adler (Prefacio: 21), y para hacer toda su filosofía, se podría añadir (desde el escrito de Gilleleje, Temor y temblor, Lo uno o lo otro, el Postcriptum y, especialmente, hasta los artículos de El instante). Expresiones similares acerca del sentido de su proyecto filosófico general lo expresa Kierkegaard en varios momentos (...) de El libro sobre Adler. Su objetivo era tratar a A. Adler como una figura representativa de una determinada característica de su época, a la que quería diagnosticar y mejorar (40). Y la meta más amplia de Kierkegaard era, pues, orientar al tiempo y la cultura en que le tocó vivir. La última sección del último capítulo del libro, tiene justamente el título: “El profesor Adler como epigrama de la cristiandad de nuestros días” (198). (shrink)

Resumen:El texto está dirigido al estudiante especializado que desee no solo aprender distintos sistemas lógicos, sino que, también, quiera acercarse a las bases epistemológicas y ontológicas que conforman la naturaleza de la disciplina, esto es, en principio, a la filosofía de la lógica. Pero, esto hay que aclararlo, pues en el prefacio de la obra el autor anuncia que: “En este texto abrazaremos la ambigüedad, introduciendo a los estudiantes en la lógica filosófica en ambos sentidos” (XVI). ¿Cuál ambigüedad de sentidos (...) es esa? Se trata de la ambigüedad que se escondería en el término mismo philosophical logic, pues podría ser entendido en los siguientes sentidos: referido a una investigación de los conceptos, alcances y propiedades y bases teóricas y filosóficas centrales de la lógica, o bien como el desarrollo técnico de determinados sistemas lógicos, en sus métodos y operatorias. The purpose of this article is to demonstrate that due to, the so-called "accusation of Christomonism" made especially by the Orthodox observers during the Vatican II sessions, the pneumatology of French theologian Yves Congar proceeded to develop in a way that would have never happened without such a reproach. We will go through the accusation itself, its theological consequences, and then we will study the direct and indirect responses of Congar. En todo el mundo el populismo está transformando la democracia y asentando el llamado “giro punitivo”. Tan pronto como los politicos populistas se hacen con el poder siguen tres estrategias: colonización el poder, clientelismo en masa y legislación discriminatoria, basada en la escisión schmittiana del demos entre amigos y enemigos, según tres sistemas de clases sucesivos: el clásico clasismo economicista, el metaclasismo y el hiperclasismo. El feminismo punitivo es así el resultado coherente de la evolución del populismo punitivo.

En este trabajo se da noticia del último libro del profesor de Derecho penal, Eduardo Demetrio (UCLM) y se inscribe su crítica al llamado "Derecho penal del enemigo de Jakobs en el marco del auge del populismo en general y del populismo punitivo en particular.

Abductive Reasoning: Logical Investigations into Discovery and Explanation is a much awaited original contribution to the study of abductive reasoning, providing logical foundations and a rich sample of pertinent applications. Divided into three parts on the conceptual framework, the logical foundations, and the applications, this monograph takes the reader for a comprehensive and erudite tour through the taxonomy of abductive reasoning, via the logical workings of abductive inference ending with applications pertinent to scientific explanation, empirical progress, pragmatism and belief revision.

This article focuses on the career of the Jesuit priest, Constantino Bayle, as a historian of Spanish Catholic missions and promoter of state-sponsored arrangements that institutionalized nationalist religious historiography. He encoded religious nationalism and racist categories in academic discourse and terminology, elevating in this way racist assumptions and renewed imperialist aspirations to the level of official historiography. The article traces Bayle’s early career as an Americanista at the Spanish Catholic periodical, Razón y Fe. Bayle was an ardent supporter of Francisco (...) Franco’s military uprising of 1936. He was an apologist for Falange Española who defended its Catholic character. Alongside other Jesuits, he was responsible for forging a Spanish school of missiology that was predicated upon the tenets of Spanish national Catholicism and that was meant to rival analogous Protestant and Roman Catholic historiographic projects. Central to this culturalist endeavor were the notions of Hispanidad and Raza Hispanica. (shrink)

Summary The article examines the figure of Tomás Carrascón de las Cortes y Medrano (1595–c. 1633) and his pamphleteering activity during the second decade of the seventeenth century in England. A close look at his anti-Catholic pamphlets, Hispanus conversus (London, 1623), Scrutamini Scripturas: The Exhortation of a Spanish Converted Monke (London, 1624), and Miracles Unmasked (London, 1625), reveals his astute use of Spanish and Portuguese Catholic sources against Rome. An examination of his reference lists and marginal annotations discloses a new (...) and heretofore forgotten canon of Iberian Catholic authors who exerted considerable influence during this period. The evidence demonstrates a concerted effort to counteract the exertions of Recusant printing presses in England and northern Europe. (shrink)

Chile needs to diversify its energy supply, and should establish policies that encourage the production and use of biofuels. The demand for energy resources increases with population growth and industrial development, making it urgent to find green alternatives to minimize the impacts of greenhouse gas emissions of traditional fuels. However, it is required that sophisticated strategies consider all externalities from the production of biofuels and should be established on the basis of protecting the environment, reducing GHG emissions and to avoid (...) violating human rights. This article presents the Chilean reality, based on ethical principles that should be guarded to regulate the bioenergy market. These principles are: human rights, environmental sustainability, climate change mitigation, right to a fair reward, and equitable distribution. It is concluded that in Chile the concentration of land and water for the development of extractive industries; and for agricultural and forestry purposes, contradicts the principle of human rights. The unequal distribution of income is also highlighted as part of a cycle of social injustice, with a high Gini coefficient . However, the policy of biofuels can be strengthened with the early use of second generation feedstock, the introduction of fair trade and regulation by the state to encourage participation of small farmers, and allows a position for Chile at the forefront of bioenergy production. Under the hypothesis that every attribution of responsibility rests on the fact that an expectation has been breached, the author proposes to understand expectations as standards adopted by a community to evaluate specific events and allow the members of the community to search for an explanation of the events which breach expectations. After presenting this way of understanding expectations, their relationship with responsibility is analyzed, having in mind the mentioned hypothesis. To close the paper, the relationship between responsibility and expectations (...) is explored as an alternative to the idea that every attribution of responsibility supposes the breach of an obligation, whether moral or legal, by who is held responsible. Bajo la hipótesis de que todo juicio de atribución de responsabilidad supone la defraudación de una expectativa, en el texto se propone comprender a estas últimas como estándares que pueden ser adoptados por los miembros de una comunidad para la evaluación de determinados eventos y que les autorizan a buscar una explicación de los eventos que las defraudan. Después de exponer esa forma de comprender las expectativas, se analiza su relación con la responsabilidad considerando la hipótesis señalada. Por último, se (...) explora la relación entre expectativas y responsabilidad como una alternativa a la idea común de que todo juicio de atribución de responsabilidad supone el quebrantamiento de una obligación, sea jurídica o moral, por parte de quien es responsable. Some possible answers to the question are explored, as well as some possible implications for Celano’s proposal.
